I'm not sure, I don't see why it would be. Remeber PSO:1&2, how only online elements require a subscription? I am pretty sure you can play story mode with no account.
Also as I have already pointed out, just use a UK account and use up your 30 day free trial before you buy a Guardians Lisence.
Edit: My logic was pretty much, as long as you have an active account you dont need to purchase a Guardians Licence for 30 days since any account entitles you to 30 days free play.
People might say "They wouldn't do that - because that means people could just create new accounts to get more free play" - Well you can, but since your character(s) are bonded to your account you would lose them. This is the sanction, and why I believe the free trial will still stand alongside an account with no subscription.
