Well no, not necessarily, I don't think SEGA designing their product so that people can cheat a system for that game will even be noticed by any government - they simply won't care. It's not their place to become involved.
My point was that if the governemnts (of countries which do not use address verification for their debit/credit cards) changed the card systems in their own countries for other more general reasons, well then what? It'll screw over many gamers who have cheated the system. However I guess having cheated the system they'd have no right to complain!
