I don't think you'll be much pleased with the voice acting in PSU, aside from of course the shop owners, they're well-dubbed, maybe because their mouths never move.
As for Storyline, within the first 5 minutes of starting the offline mode I realized: Wow, Ethan is both loud and obnoxious, and abysmally voice-acted. He talks with a shut mouth, gets hit by a car and cries like a pansy, with his mouth closed, and....then I went online.
