Ranged weapons can miss even when they shouldn't, due to enemy movement before your shot can connect. There's little that can be done about it, aside from positioning, as it is not because of your ATA. It's like when you manually evade an enemy attack. Note that when you use a slicer type, you shouldn't have this problem. This is not "inherent accuracy," as it has nothing at all to do with your ATA; this is just how slicers behave.
