Hey man, (this sounds stupid, I know) but have you tried showing her the consequences of that stuff?
The drugs/slut thing, you should take her somewhere where theres lots of crackheads and hookers and show her that thats what'll happen to her if she continues the way she is...
For the shoplifting, you should wait til she just steals something small and report her. She'll probably either get a warning or a night in the slammer. Either way, it'll most likely scare her into not doing it anymore.
And for the foresight, I have no idea... The only thing I can think of is that it's some kind of reverse Deja Vu...

she has seen the penalties for everything, drugs bring addiction and a body riddled with disease and scars, theft brings jail, sex brings unwanted children, she most steals from the local Fred Meyer, a place both me and a friend are thinking of working at (due to the fact its by a gym and we really need to get in shape, him more than me)
She doesnt seem to care about what happens as long as she is fine for the time being
What i am thinking of doing, is giving her a good scare, i am gonna get my drivers license soon (since i waited to get my permit i can get it now w/o taking lessons, but i just need to take a few to get my full license =3) and then take her down to the worst part of seattle and give her a choice, jump out now and get a kickstart on the future or clean her act up
