I believe it was, but due to the lack of sales and online support from Nintendo, SEGA decided to release it also on the Xbox because of the success of Xbox Live.
However, i wouldn't say that was a better move, look how many people play Phantasy Star Online on Xbox compared to on Gamecube, and if the Gamecube version sold badly....well its no wonder there won't be another Phantasy Star Online game after Episode III.....not for a while anyways. :'(
