It's a monument from what I can see. There are a few messages by Red Ring Rico, asking the same question you are.

What are these monuments and what are their purpose??

In one of the quests, a computer is linked to one of these monuments I think and causes earthquakes. So no idea what they are. They are just there to look pretty I think. Rolleyes
