I don't think it's gone down. I think it's just changed servers. Maybe it was getting too largge for planetdreamcast/gamespy and wanted/had to change.
I also heard that Gamespy was merging into IGN so they would change the most active communities and hosted sites first. After all, most of the other Planet Dreamcast sites have died or moved.
As for Ragol.com, I don't know about the person, but I do know they died.

And that mysql (as has been said) error means that they can't connect to the database. But I think it's a whole database problem rather than config error. A config error would be "Could not connect to databse" rather than "Could not connect through socket".
