Ok, I'm on Blueyonder Broadband, and it took ages to get a connection. I know I'm not Tiscalli but if my experience was anything to go by this may help you and anyone else with a similar problem.
Take out your cable from the PC to the Broadband Modem.
Plug in the cable from your Gamecube to the Broadband Adaptor.
Kill the power from the plug sockets to your Broadband Adaptor and the Gamecube.
Turn the plug sockets back on and make sure the Broadband Modem is functiong properly before starting your Gamecube (I'm a technonothing so I just make sure the lights are on
).
This was the only wasy I could go online with Blueyonder, maybe it will work for other BB Service Providers.
