It wouldn't surprise me if they just spruce up the old character models for the new version, (as they did with Sonic on Sonic 2 & Sonic 3 for the MegaDrive/Genesis, it took me a while to get used to the newer look).
Even now I still think the Sonic Adventure type characters look too "evil", and I'm not talking about Dr. Robotnik/Eggman.
If you keep an old model and update it, it allows you to do more in the time given, and the budget that's been granted. Since PSO1/2 is a working model with only online security needing a tweak, (and the odd camera angle needing a fix for long distance views), all that's needed if a PSO1/2 style game that's updated, is some extra's, you an never have too much of a good thing, (shame it wasn't done with Sonic Adventure 2 or Sonic Heroes....[curses those infuriating suicide jumps]).
