1. True, but not by an individual, merely by a company.
2. In a legal situation, Sega would have to release the information about a specific user, or face charges themself.
3. I wasn't just stating you could sue Sega, also, you could sue the individual.
Also, no matter what server you're on, you're not allowed to cheat as it still classifies as modifying copyrighted game coding.
