I expect he's refering to this thread.
A lot of people obviously like to keep their ISP info to themselves, so i expect the best thing to do is just search all the main ones and look for the best deal

It just means your character and all connected data are saved to Sega's own servers, rather than your memory card (or in the case of a pc game, hard drive). It's a good idea for a few reasons. People can't hack their mags to have lvl 2304 or whatever, or hack in to get a bunch of rare weapons. Even if they did find out how, the frequent, larger patches they could do because of the game being saved to hard drive. Also, if you have a power cut or any other problem while playing, you won't run the risk of losing your items, or even character, as was the case before, as it will have been saved to their servers.
The game recommends at least a 256kb connection. A 56k dial-up will work, but for patching it will take a long time, probably best to leave it on overnight/at school. Also, as said before, you can't play the game offline, so if you want to do some hefty levelling up, you'll need to be connected, which could become expensive through a pay per minute dial-up. Finally, it will also be laggier though dial-up, but probably nothing you haven't got used to with the previous versions. It probably won't be impossible to play with dial-up, but I'd certainly recommend DSL.

Yeah it does say 256k and that is the lowest bb you can get, so it might require it, not certian though.
