ok this sorta has to do with Item findings, but I was wondering, how long is a beat, how dose it compute into our time, and how do you figure out when your best time to find items is?

1 beat = 1 minute 26.4 seconds.
000 beat time = 00:00/24:00 GMT
It's not confirmed that beat time affects when and if you get a rare. I think it does, some don't. It's up to you to draw your own conclusions

I think all Beats are is an Internet time that suits everyone. Very confusing

Indeed. But the theory is good. Everyone has the same beat time, but not everyone has the same 17:00. So I could say,
"Let's meet at 500 beat time for a game"
Japanese, American and EU all know this time and can join then. But it's not widely used, so noone ever says beat time, and everyone just adjusts for their own time. Shame really.

is it true ur beat time has to be synchronized with the other people just to play online. and if it isnt u cant played so ur screwed

The beat time is auto synched when you go online. Offline however, it's calculated by the internal clock.
