Shadow, there is a logical reason for that. From the looks of the newly updated PSU page's screen shots there is a LOT of graphical data, too much to fit on one GameCube disc (Nintendo's doing) and quite possibly PSU will require the use of a fixed disk to store savegame information, possibly for the game installation itself.
Also with the GameCube there have been issues with memory cards corrupting, something SEGA and Sonic Team wishes to fix by bypassing the memory cards completely.
Think about it:
Playstation 2: FFXI Hard Drive, RE:Outbreak uses the HD. (Broadband/56k)
GameCube: No HD (Scarce broadband, 56k modems)
Xbox: HD used for gamesaves, Xbox Live, possibly for future game installation (Broadband)
PC: Hard Drive, operating system, games, applications... nothing runs completely off the CD-ROM/DVD drives anymore except movies. (Broadband, 56k)
The little GameCube can handle PSU, however it lacks the storage medium for both the game data and save data. Sure they could do multiple discs like Tales of Symphonia, but that would be cumbersome and downloading patches, updates, and new quests...
Perhaps they may find a way, perhaps not. Still early enough in the game they could somehow make it work on the GC.
