No. Hermes *edit* put Agus to sleep, by tapping every single one of his eyes. Since he was put into eternal sleep, Hera took all of his eyes and put them on her favorite bird: the peacock. . . I believe this is what you just said but in less detail.
When IO went home, her father, a rivergod, finally realized that she was a cow, and then her father was enraged. He was rushing at Zeus at such great speed, that when Zeus' thunderbolt struck him, that river was dried up ever since.
Hera sent gadflies to attack IO, since she was furious with her. So IO ran all the way to Egypt to escape the biting, and there she was worshiped by the Egyptians. Then Zeus had to change her back and promise never to look at her again. So, IO lived a long life as goddess-queen of Egypt.
The End - a happy ending too.
That means that IO was Hathor, goddess of fertility and childbirth.
