Yes, there is a quest that alows it with % (can't remember wich one atm), BUT, having a weapon with % in more then 3 areas, i believe that's not possible, not to mention it must be a multiple of 5, meaning the 12% is hacked.

A weapon can have upto 60%? I *think* in upto 3 areas. no more.

It can only have % in three areas, no exceptions. It's hacked.
