Is there a way to play on control tower offline (with no cheats or hacks)?

Sorry. You'll have to wait until you're online to play on the Control Tower Quest. It's online only. I don't even think you can hack it, and even if you could, it would take quite some time to do.

yeah probably not, its not too likely as of now anyway.
