Oh, I bet dial-up would work; I just came from WoW, and more than a few people played through dial-up. However, they lagged really bad and had trouble keeping up in PvP and other such intensive situations. if you can get DSL or sable broadband, I'd highly reccomend doing so.
Phantasy Star Online will work over dial up, if you use a special dial up modem on your gamecube. I'm not certain it will be included as an option for PSU, however I wouldn't be surprised.
PC users will be able to, they better for those of the people who'll be playing via console.
It's a long shot... but not impossible. Just as long as dial-upers don't mind horrible lag.

Final Fantasy XI, mmorpg, works with dialup -- I can attest to that. One major reason is that the game's server-to-client transfers cap at 56k, so any excess connection speed past that won't matter much. However, PSU could have a higher maximum, especially since there are no things like auto-attack or (as far as I know) macros, beyond simple button configuring ala PSO.

Dial up users are more concerned with just staying connected. Lag to them is like winning the lottery - usually they'd be disconnected.
Yeah, I was going to say that they will also get disconnected alot. Mostly when they are going to a new area or they are going agaisnt a boss and a movie loads up.
Speaking of d/cing, has it been confirmed whether you return to the exact place that you d/ced or not? I was excited about that O:
