If you stack your items on Offline singleplayer mode, will that decrease your chances of getting a Rare item?

If you have PSO+, then the odds of finding rares when you have stacked items or lv +200 mags are:
0%
Too legit to quit.

what does that mean
 i have pso 1 and 2 plus will i not find any rares

Ahahaha Yea thanks for the Info....I noticed that I wasnt getting Rare Drops and It was making me kinda...uhh...Un happy...:S
