If you mean get to two player ultimate mode then simply all characters that will be playing must be 80. If you meant single player then just beat vhard falz.

Depends which version you're playing!

If you're playing Gamecube then you need to get through it in single player to unlock it in multi-player. If you're playing Blue Burst then you just need to be lvl. 80 or above.

Nuuu lee, its just 80 or above for GC, and on BB its 90 or above :3

used to have to, after one of the updates, you just had to be the correct level :3

very sure.
you could do ult at any level on single player as soon as you beat very hard falz on single player :3
for multi it is lv80+

Nuh-uh, it's 80+ for all multiplayer ult games (even online) for Gamecube/XBox
