It's rather easy to understand, if the rate is 1/214, any time you slay that monster you have a 1/214 odds of getting the item.

1st monster you kill = 1/214 odds of getting the item
2nd monster you kill = 1/214 odds of getting the item
50th monster you kill = 1/214 odds of getting the item
100th monster you kill = 1/214 odds of getting the item
214th monster you kill = 1/214 odds of getting the item
428th monster you kill = 1/214 odds of getting the item
etc.
