1. people hack them I don't know exactly how they do it .
2. hackers make them

Hackers can make things like that using a USB memory card.

Characters (legit) Hate Breed level 102 Sierra Level 32 Rest are hacked... (no i dont use level 200 chars, thats boring and stupid in my opinion.)

My mate has one. (Its broken now, he didnt use it for hacks anyways) You set you gamecube and put your usb card in the gamecube and connect it to the computer and you can do anything from there. But if you wanted to make med-large changes you'd probobly have to have the html mind of Decswxaqz...or Albert Einstein..or...erm....never mind.
