I did a few of the quests that I didn't think were related at all, then started on the Sue/Bernie plot. Unfortunately I did do Seek My Master before doing the plot, which I did note in the original post. I did do all of the plot-related quests in order.
In Grave's Butler, I saw Bernie. I spoke with him once, then he disappeared. Was I supposed to do that? He was in Gran Squall, too, but he acted like he didn't know me, even though I already did the Sue/Bernie subplot..
